能否说on one's own accord
《葛传椝英语惯用法词典》认为不可以accord
2．of his（或 your 等）own accord（出于自愿地，自发地）和 on his（或 your 等）own account（为了自己的利益地，自己负责地）很容易混用：注意一用 of，一用 on。
Oxford English Usage虽然没那么坚决，大约也是不可以的意思吧
accord, account
The phrases are of one’s own accord, on one’s own account ; of one’s own account is a confusion.
然而，American Heritage Dictionary从第3版到第5版都有如下的例句
accord
n.
3. Spontaneous or voluntary desire to take a certain action:
The children returned on their own accord. He confessed of his own accord.

OED给出了解释：
of (by, on obs.) one's own accord: by one's unsolicited assent; of one's own spontaneous motion.

也就是说，可以用介词，of，by，on，但是后面的介词应该是古旧、废弃用法。
Fowler's Dictionary 也给出了解释，说On的用法不妥，但并未断定错误：

葛传椝的书编的早，某些结论今天看来比较武断。
Google book 上正式出版物中大量的例子 难道这就是灰色地带？ 在Linggle上查询“prep. his own accord”，可得84%用of，14％用on。像这种我觉得就是语感问题了。
