telecommunication 还是 telecommunicationS?

词典解释说是 telecommunicationS 是名词。但是telecommunication 是作为名词前的限定词。

但这两个例句都是用作限定词的啊，为什么不一样呢？
a new telecommunicationS system
the telecommunications industry
