Saudi Aramco之前的独家采油权1999年到期了，但之后它并未被明文规定不得继续采集，所以大家都预料（expect）这项特许权实际意义上是永久性（perpetuity）的了。但这下好了，规定出台了，它只能继续享受40年的特许权，即40年的特许权取代了之前被预料的不成文永久特许权。
