特朗普国情咨文的一篇报道中看不懂的地方

At 9 o`clock tonight President Trump is scheduled to fulfill a Constitutional requirement found in Article II, Section 3. Quote, "he shall from time to time give to the Congress information of the State of the Union and recommend to their consideration such measures as he shall judge necessary and expedient." The televised address as we know it and the opposing party`s response have become tradition though they`re not required by the Constitution.
这里引用了美国宪法中的原文，划线部分句子结构怎么理解啊？
One of the coolest part of the presidential address is always the missing cabinet member and figuring it out who it`s going to be. One member of the cabinet always has to be somewhere else in case something terrible happened. So presumably you could have the Secretary of Agriculture sitting somewhere thinking about hog futures and suddenly he`s the president of the United States which would be a huge shock to him.
这段话没有理解说的是什么事

这里补充一下——
1、美国如果总统挂了的话，应该有一个继承的顺序——副总统，众议院议长……其他的内阁成员
2、所以呢，这些人是不会在一起去开会的——免得被一锅端了，整个国家群龙无首
3、所以呢，每一次都会有一个内阁成员，在（国情咨文）总统讲话的时候缺席
说实话，看不出来这个有什么难理解的，哈哈哈

将such measures as he shall judge necessary and expedient后置确实是比较特殊的结构，不过意思也很简单，写下这话的人在突出它的固定性 such measures as he shall judge necessary and expedient后置是因为它太长，不好放到recommend 和to中间，一般都是这么处理的。 ericqjy 发表于 2020-2-4 15:06

这里为了强调measure 用了定语从句，导致它变长，从阅读的角度来说，后置处理对母语读者来说，也是阅读起来更顺，当然不是为了照顾中国读者。至于是为了强调，还是太长，这个例子中应该是一环扣一环的。可参阅STEVEN PINKER的The Language Instinct: How the Mind Creates Language
