请教此句中【it】的用法

（土耳其在边境部署1000名警察，阻止难民返回土耳其）
【prevent sb from doing sth】是固定短语
我个人的理解，按照固定搭配应该是【prevent migrants from returning to Turkey】
所以此句中的 it 是否指代后面的 migrants ? 如果是的话，有这种用法吗？

是的。 土耳其现在不帮欧盟守叙利亚难民了，呵呵。西方世界的双标如此明显！ 没错，这里的 it 就是指代 Greece。
我看到另一个媒体是这样报道的：
Turkey’s interior minister said Thursday that the government planned to deploy 1,000 special operations police to prevent Greek authorities from forcing back migrants who managed to cross.
