between 后面应该用and啊，怎么会是用or啊，
这里说的exit wave意思是 ”放任不管，开放后所导致的一波疫情“吧，

省略的是wrong吗？我已经看迷糊了。还有后面朝前省略的啊？但是admit不是有不情愿地接受的意思吗？那我理解为“在错误的时候调整或不情愿地接受政策“也是说得通的吧。 哦，我知道了。admit和policy不搭。
