这里没有quotation marks啊，我是觉得这里的tell应该是和was to eat 并列的，而不是和thought并列，

我觉得两种思路都可以。照你的思路当然也是个方法，但是我想作者是认为，这个「最好的办法」仅到去「大吃一顿」为止。你看最初的原文就知道了：

你好，请问你有没有注意到the best way 三个字 形容词最高级 也就是最好的办法（唯一性）你见过中文中最好的办法是两个以上的吗？最 best已经表明到大吃一顿结束了，和to eat并列还能是最好吗？整个句子时态过去时，句子没毛病，就是told。建议好好复习一下形容词最高级。

我们在汉语言的中使用最高级从没有使用过最好的办法是甲和乙，我们只说甲，最高级具有唯一性。再有and孤立起来看就错了，原句是and then是个连词词组，是一个整体不可分割，相当于分号 后面接一个整句承前省略主语苏比。从逻辑上讲不通，最好具有唯一性和排他性，就是甲，就是乙，永远不能是甲+乙。
