I paused almost too long, trying to see the faces of the richly dressed men who were pushing the boats into the water...

/ x" n' ~+ r5 n! V5 p) h此句中的wait原文作者用的是一般过去时。但能否等价为 were waiting for them?

Grammatically speaking, in this case both "the boats waited for them" and "the boats were waiting for them" are correct, but maybe with slight differences. I would say in many contexts they are almost exchangeable; it often depends on what the author wishes to stress on.

  m2 i6 x: ^$ bEnglish is a language; it's evolving as we speak. It's not math. It's not an exact science. One shouldn't allow him/herself to get bogged down in trivial details like this.

过去时表示动作已经完成。
% y! d5 ]+ b9 X3 h. @% l进行时是表示在语境中的时间段，动作正在持续进行，强调该动作持续存在。可以用于作为背景的次要事件，表示与主要事件一起发生。
从语法的角度应该是有部分可以互换，具体选择哪种看你希望表达什么样的情景。
