Grammatically speaking, in this case both "the boats waited for them" and "the boats were waiting for them" are correct, but maybe with slight differences. I would say in many contexts they are almost exchangeable; it often depends on what the author wishes to stress on. , W4 `/ ^6 \" l9 T4 I1 S
