step to do or step to doing ?

今天在亚马逊看到一本书，书名叫Steps to Writing Well with Additional Readings ，顾名思义是教授英文写作的，亚马逊评价还挺多，评价尚可，转而查了下词典，发现给出的都是step to do，step in doing，于是我就困惑了。按理说一本专门教授人英文写作的书不应该出现英文错误才对，但有没在词典中找到相关的证据，大家讨论讨论？

问题的关键在于词典里并未给出这种用法，都是不定式或者动名词，但是介词是in，所以困惑。这种名词后面跟介词必须是一些特殊的词汇，例如guide就是，但这个step好像不是，

搜了下，发现有些词典里出现了 step(n.) + to (prep.) + -ing 的句子。
其实本来也有 the ** steps to success 这种用法的。

steps, way, path, road 都是同一个概念

按照这个论坛的讨论，to doing是正常的，to do反而不太规范（当然，并不是说并能用）。
记得以前，好像专门讨论过guide的用法，似乎和这个大体类似。
