only的位置改变以后, 这两句话的意思有改变么?
一种说法是有
--- 第一句是指 "只是" : this proposal is nothing else but the latest prime target
--- 第二句是指 "唯一" : there are no other latest prime targets than this proposal
还有一种说法表示 "the only latest" 就不可能， 自我矛盾了
---更新：因为没有唯一最新这种说法，所以only当“唯一”讲 的时候是不能修饰比较级么？
到底是哪个啊？

你对第一个only位置的理解是正确的。
He's made a number of proposals since he joined the bloc. The one you just mentioned is only the latest of all.
而第二个位置的only，查了下语料库，没有发现有这样的表达。
还是换种方式表达比较好，不必纠结
Typically, these people have many targets on the agenda all at the same time. This time, however, they have only one target to aim for.

第二句的only应该表示“唯一的”的意思 或者“最适当的”的意思 there are no other latest prime targetsbetteror more inportantormore appropriatethan this proposal. 不过，这里从语感上说 ，only 与 prime 的意思在这里有些重复啰嗦。 顶楼上和楼上的楼上！ only放前面暗示了某种情感，比如这里表示这个提议只是最新的目标罢了，可能过几天又有新的目标。而放后面的话没有这种暗示，只是字面意思”唯一的“。
比如这个场景，老同学几年后遇见：
A：记得不记得，当年高考帮你辅导那些事，要不要请客？
B：It's only fair. only表达某种亏欠的感情。
