第二句的only应该表示“唯一的”的意思   或者“最适当的”的意思   there are no other latest prime targets  better  or more inportant  or  more appropriate  than this proposal.   不过，这里从语感上说 ，only 与 prime 的意思在这里有些重复啰嗦。

only放前面暗示了某种情感，比如这里表示这个提议只是最新的目标罢了，可能过几天又有新的目标。而放后面的话没有这种暗示，只是字面意思”唯一的“。

比如这个场景，老同学几年后遇见：
A：记得不记得，当年高考帮你辅导那些事，要不要请客？
