It has been said that ... 是正确的用法么?

今天看到了一段话
As a child - and as an adult as well - Bill Gates was untidy. It has been said that in order to counteract this, Mary drew up weekly clothing plans for him.

“据说”这个表达不应该是It's said that 用一般现在时么?为什么这里会用了完成时呢?

一般现在时(Simple present)和现在完成时(Present perfect)都用于描述现在的状况,但一般现在时的特点是不受时间制约,譬如:

Light travels faster than sound. 光的传播速度比声音快。
Bringing up children often requires you to put their needs before yours. 要抚养孩子,你得将他们的需要置于自己的需要之前。

光速快于声速,这是一条被科学证实的现象,在过去、现在和将来都成立。抚养孩子需要优先满足他们的需求,也是不受时间制约(或不强调时间差别)的一般现象。

现在完成时描述的是:①一个已经完成的动作,强调它对现在产生的影响;或者②一个发生在过去,持续到现在,并有继续持续的动作/状态,比如:

I have finished with the computer. 我已经用完电脑了。(一个已完成的动作,言下之意是电脑可以给别人用了)
My father has been a French teacher for 30 years. 我父亲当了30年的法语老师。(一个开始于过去,持续到现在,并可能继续持续的状态)

但归根结底,现在完成时还是在描述现在的状况。

回到题主的问题,It is said that ...和It has been said that ...都是正确的,只是前者显得更加客观(因为没有时间的限制),而后者更强调that后的内容已经有人提出来了(强调了动作的已完成性)。

It is said that the spring water has medicinal properties. 据说这泉水有医疗功效。
It has been said that the spring water has medicinal properties. 有人说这泉水有医疗功效。

实际使用中,两者并没有很大的差别。

而在It has been said that in order to counteract this, Mary drew up weekly clothing plans for him中,作者强调的是“据传闻”“有人说”,即这个动作的完成性,而非客观性,故使用了现在完成时。

类似地,很多人都知道“It has been + 一段时间 + since ...”结构,殊不知这里的has been也可以使用is:

It has been 3 years since I graduated from high school.
It is 3 years since I graduated from high school.

这里,两种时态的差异几乎可以忽略不计了。

可以啊,新概念三背过吧,流浪汉那一课,开头就是it has been said. 完成本身也是一种过去,都已经完成了,当然是过去发生的事了。

It has been said 表达起来故事性趣味性更高,更有意思。当然两个都符合语法,可能更多是writing style吧

Both are grammatically correct. Their difference is so subtle that they can almost be seen as the same.
