这里的there is 充当什么成分啊？

看到一句句子，怪怪的
Regular running is the best exercise there is, the key to staying fit.
请问这里there is 充当什么成分啊？为什么要加there is啊？

there is是个限制性关系从句 restrictive relative clause（所谓后置定语从句？），意味着这个 best exercise 是“现有的”best exercise，如果没有 there is 就没有这个限制，那这个 best exercise 就可能是曾经（被认为）的best exercise，以后的best exercise，空前绝后的best exercise，都有可能了（楼上提出的含 there was 的例句可以说明）。当然实际上主句用了谓语动词 is （Regular running is......），这在很大程度上决定了是“现有的”best exercise，不太可能是其它含义，否则句子多别扭。于是 there is 就有点冗余和强调的感觉，可能也正是楼主觉得它不很必要的原因？以上从语义上来讲。从语法结构来看，如果被修饰的名词（best exercise）在关系从句（there is）中相当于主语，比如本例，这时关系引导词（that, which, who等）是不该省略的。但是这里的关系从句是 there 引导的存在句，恐怕就特殊一些，毕竟 there 作为 dummy subject（形式主语？），也分担了一部分主语的功能，而在这里即使关系引导词被省略了，也不会引起断句错误，因此就把 the best exercise that/which there is 的 that/which 省略了。【一点胡诌，谨供参考】

"there is" 是定语从句，修饰 exercise，表示现有最好的；the key to staying fit是表语（主谓表），是regular running这个主语的表语。

第一个it：have it （all） over 比…好，优于，胜过
这是一个含有it的固定搭配，当然，一定要问it指代什么的话，当然是指代主语running，have是使役动词，have it over意思为“使自己胜过……”，就是“胜过……”的意思。

第二个it：指代running

问题是这个there is 是在上半句啊，不是在下半句啊。而且我抽出来的这句不是口语，是一篇文章的一句句子。当然年代可能有点久远。上世纪40 50年代的。可是语法上，也没差那么多吧。there is 可以做定语修饰前面的名词吗？没见过这种结构。怪！

如果是主语从句，that在这里是不能丢的，这个句子不是严格意义上的书面语而已。别多想看懂了句子意思就行。

这里有两个it， 第一个it 是指psychological benefit吗？第二个it指的是running.可是作者为什么要这样写呢？两个it放在一句句子中，指的又是不一样的事物？
请各位大神指点！
