Empowerment takes the idea of delegation much further than has traditionally been the case.has traditionally been的主语是什么？为什么可以省略？ has traditionally been the case
= traditionally has been (taking) the case
我感觉这里的 traditionally 的用法有点像 'last years have seen ...' 里的 'last years'

1 subjects: more than is necessary; as happened
Than and as can replace subjects in clauses (rather like relative pronouns).
He worries more than is necessary. (NOT ... more than it/what is necessary.)
There were a lot of people at the exhibition - more than came last year. (NOT ... more than they came last year.)

他的观点有误，这里的traditionally不是主语，就是一个副词而已。他类比的例子是英语中有些动词的拟人用法，比如witness和see。比如，Yesterday witnessed/saw his death.=He died yesterday. 这里than通常作关系代词用，个人说不好，还是截图方便
