关于would的用法

Officials tour this newly commissioned isolation and treatment centre in Nigeria's capital - Abuja.
Nigeria called for swift interventions and expansion of health facilities following a spike in the coronavirus cases.
This comes a week after the country began loosening up its lockdown order across its major cities.
The space would accommodate hundres more affected by the virus.

这段文字是尼日利亚政府官员视察新冠肺炎治疗中心。
请问这里的would，为什么没有用will呢？

我的理解是在原址上继续扩建，扩建后就能多容纳数百人。第一段说参观新委任的隔离和治疗中心，只是委任，没说已经扩建完了。

因为用can是一种非常肯定的口吻后面甚至可以跟上具体的数字就像官方发布的一样      是一个很纯粹的肯定也就是说   不是它要表达的意思的否定方面   不是can not         而这里是记者根据各自消息的一种推测   他的含义不在于纯粹的肯定或否定   而在于推测出一个大约的数字

那个是对楼主的回答，是要说用will还不如用can
