我的理解是在原址上继续扩建，扩建后就能多容纳数百人。第一段说参观新委任的隔离和治疗中心，只是委任，没说已经扩建完了。

, E2 ?2 d3 d, I" q' z# p5 W% X因为用can是一种非常肯定的口吻  后面甚至可以跟上具体的数字  就像官方发布的一样      是一个很纯粹的肯定  也就是说   不是它要表达的意思的否定方面     不是can not         而这里是记者根据各自消息的一种推测   他的含义不在于纯粹的肯定或否定   而在于推测出一个大约的数字
