这里是不是少了一个 the？
最后这句 has one of THE world's ...原文这里明显少了一个the吧 第一个问题我觉得是得加上the，但是我搜索了一下发现似乎不加the的情况也不少（但是绝大多数都是有the的），coca里有一个例子也是没有加the，但是对应的文本被归在spoken一类。所以我觉得也许在口语语境下可以不加the吧？
第二个问题我认为关键是对no的理解，而不是revolutionary。查了一下字典，对no有下面的一个释义应该能解释问题中的用法：
used to say that someone or something is not the kind of person or thing being described
根本不是的，远非的（用于表示与描述的情况不符）
He's no expert [=he's not an expert] in American history.
他根本不是美国历史专家。
She's no fool.
她可不是傻子。
This is no simple matter. [=this is not a simple matter]
这个问题可不简单。 revolutionary 可以是形容词和可数名词
但是这个 He is no revolutionary 的写法正确么？
不应该是 He is not revolutionary 或者是 He is not a revolutionary 1, I agree "the" is needed in your first question.
2, He is no revolutionary = he is not a revolutionary. In this case "revolutionary" is a noun.

Forget about that. Natives use this "he's no something" structure all the time for almost everything.
