第一个问题我觉得是得加上the，但是我搜索了一下发现似乎不加the的情况也不少（但是绝大多数都是有the的），coca里有一个例子也是没有加the，但是对应的文本被归在spoken一类。所以我觉得也许在口语语境下可以不加the吧？

不应该是 He is not revolutionary 或者是 He is not a revolutionary

1, I agree "the" is needed in your first question.
2, He is no revolutionary = he is not a revolutionary. In this case "revolutionary" is a noun.

Forget about that. Natives use this "he's no something" structure all the time for almost everything.
