什么时候用not,什么时候用no?

经常说
no是形容词,后面不能接冠词(a, the...)
not是副词,后面有冠词

那为什么朗文的这个例句用了not而不是no呢?
It was not hyperbole to call it the worst storm in twenty years

There is no one in the room. 对

以下摘自 Practical English Usage:
We can use no with a noun or -ing form to mean ‘not any', or 'not a/an’.

No teachers went on strike. (= There weren’t any teachers on strike.)
I’ve got no Thursdays free this term. (= I haven't got any Thursdays . . .)
I telephoned, but there was no answer. (= There wasn’t an answer.)
NO SMOKING

Sometimes sentences constructed with verb + not and no + noun have similar
meanings. The structure with no is usually more emphatic.

There wasn't an answer. / There was no answer.

注意到Practical English Usage中的例句都只涉及可数名词,所以才有了not an answer, no answer的结构可以套用。
而朗文例句中的hyperbole 是不可数名词,无法套用了,

嗯,你看得很仔细,它这里确实没给不可数名词的例句

书中另一处给了不可数名词的例句,并且再次说了下两者的区别,用 no 属于更强调的语气

No can be used instead of not a or not any when we want to emphasise a
negative idea.
Would you believe it? There’s no mirror in the bathroom! (More emphatic than
. . . There isn’t a mirror . . .)
Sorry I can’t stop. I ’ve got no time. (More emphatic than . . . I haven't got any
time.)
There were no messages for you this morning, I'm afraid. (More emphatic than
There weren't any messages . . .)

We prefer not a/any in objects and complements when the sense is not
emphatic. Compare:
He’s no fool. (= He's not a fool at all. - emphatic negative)
A whale is not a fish, (n o t A whale is no fish - the sense is not emphatic.)

用 no 也不算错的,只是意思不同,变得更强调,词典例句是正常语气说话,用不着这么强调
如果是在跟人争论,对方非说这是 hyperbole,你说这根本不是 hyperbole,就可以用 no

因为这里不是在讲数量,而是单纯的否定。

做个简单对比:
It was to meet you.否定:It was not ...
It is to call it...       否定:It is not ...

如果真的要用 no hyperbole,可以说 there is no hyperbole in calling it... 注意这里用了there is
