in plain sight嘛意思？

最近某新闻反复出现了这么个phrase，大意是说某发生在白宫外的枪击案just happen in plain sight，新闻这么用，采访的某目击者这这么说，但没有查到嘛意思，各位典友探讨探讨？

Clearly visible, not hidden. Easy to see. Caveat; you may have to be looking from the right angle and/or be able to see beyond the obvious. Just because it may be hard for you to see it doesn't mean it isn't in plain sight.
