　　　-- 修饰　ｍａｔｅｒｉａｌ　而不是　ｅｎｖｉｒｏｎｍｅｎｔ　是因为那个逗号么？
      -- 这种材料能（在数量上）大规模生产（数量） / 这种材料能（在各种环境下）大范围生产？

简化一下：
what he needed was a class of materials made to suit an environment yet conceived, and produced at a scale.

大意（非逐字翻译）：他所需要的是一种能对付最严峻工业环境的，而从未有过某种材料，而且需要大规模生产。或
他所需的是一种从未有过的特别材料，且须大规模生产，以应对刚刚明了的最为严峻的工业环境

1， yet conceived.
2, 逻辑意思就应该是修饰材料。至于逗号，感觉上，一般注意标点的作者都会在这里加一个。

可是不是有一个说法是 "最高级 +名词 + yet“的结构么？表示到目前为止最什么什么的
- the harshest industrial environment yet (ever)，也就是设想当中，从未有过的最严苛的工业环境

那如果是yet (so far) conceived，就是目前为止构想出来的，最严苛的工业环境

额，好像翻译成中文都是一个意思？

1. the harshest industrial environment yet [(that has been) conceived]，yet修饰harshest，后面的conceived是个限定条件。
你的想法是对的，是"最高级 +名词 + yet“的结构，但此结构中的yet = so far，表示到目前为止 [所能设想的] 最严峻的工业环境。

2. 就是字面意思吧，在某个规模下生产。
逗号是为了避免潜在的歧义，如果没有逗号，第一次读可能会串成the harshest industrial environment yet conceived and produced。加了之后结构更清晰，读者的脑子也能少绕一点弯。
