洛克，政府论 John Locke: Second Treatise of Civil Government
“Reason teaches all mankind, who will but consult it, that being all equal and independent, no one ought to harm another in his Life, Health, Liberty, or Possessions” (Second Treatise, sec. 6)

这里的who will but consult it 应该如何理解？

这句话的句子结构不难，但很多汉译没有把who will but consult it这个翻译出来。
从这个链接，看来他认为
who will but consult it = if they decide to use their ability to think rationally

will but consult, 应该是说若不是（will）用意志力运用reason的话，就是在（consult）依照理性自然而然运用reason。这是讨论哲学层面的问题了

这里的will 意思见新牛津
make or try to make (someone) do something or (something) happen by the exercise of mental powers用意志力促使
reluctantly he willed himself to turn and go back.他勉强自己下定决心转身回去。
consult 意思见新牛津
refer for information to (a book, diary, or watch) in order to ascertain something查阅；参考

这里的but 的意思接近于
archaic 见新牛津
without it being the case that〈古〉若不
it never rains but it pours.
不下则已，一下倾盆。
