楼上的把语法说了，我说一下，这里的push back不是推迟，是「抗拒」：

其实这句话「but」转折得不是太好，转折关系不明显，只能理解为该法出台以后，人们本来只是抗议XXXYYY，现在加上了ZZZ，也许还可以翻译成「……抗拒情绪加深了」

! A$ L7 I3 p$ _" rpush back on 应该是抵制之意.我现在认为的意思是: 禁蒙面法生效后，抗议者抗拒这项法律，(因为)他们担心禁蒙面法可能是呑食他们权利与自由的第一步。
