楼上的把语法说了，我说一下，这里的push back不是推迟，是「抗拒」：

7 T7 A: O; Q/ L7 O; ~push back on 应该是抵制之意.我现在认为的意思是: 禁蒙面法生效后，抗议者抗拒这项法律，(因为)他们担心禁蒙面法可能是呑食他们权利与自由的第一步。
