发现这两句话的时态很微妙

1） Kakapos live to around 60 years but despite what's been one of New Zealand's most abundant birds, today they’re one of the country’s most rare and threatened species.

Kakapo 是一种鸟，原先数量很多，现在濒临灭绝了。what's been 这里的完成时我觉得用的很有讲究，为什么没有使用过去时，或一般现在时呢？

2）在Vocabulary.com上查 charismastic 这个词，会有这样一句话，

If all kinds of people are attracted to you, you are charismatic. Most great leaders in history have been charismatic, like John F. Kennedy and Ronald Reagan.

这里的现在完成时有什么特别的表达效果呢？为什么没有使用一般现在时，或一般过去式？

用现在完成时是不是强调过去的动作对现在还有影响，也就是现在人们仍然认为他们很有魅力

现在完成时表示的是过去对现在的影响和结果，两句语境都有这个意思

(1)应该是现在完成时和最高级的连用；表达出一种回顾过去的感觉？

我有些明白了。因为 despite 后面只能跟名词性的成分，所以这里用了个名词性从句。
但是为什么用 has ？其它地方都是用复数。我觉得应该用 have， what have been ...
