作者玩文字游戏，常用词组自然是 cool off。cold off 是调侃。
/ {8 Y5 x% _9 W意思是：恢复期迫使懂王“冰柜式隔离”，对其竞选造势的升温着实不利。

... yeah, I think it might be "cold him off the campaign trail". To cold some off means to make someone cool down from what he/she was zealous/overenthusiastic about, to throw cold water on someone's blanket. The idea fits the context.
