此次事件最开始被认为是关门阻挡（barricadedsubjectsituation），并不认为是枪击事件

我是这么理解的：（警官）做出了这个决定，即认为现在的情况是这个人没有犯罪的嫌疑。
不知道理解的对不对，还请大佬们指点。
