这句话写的有没有问题？

这句话觉得很别扭，尤其是后面的 to have seen or reached, 为什么要使用 to have done 的结构呢？

前有序数词the first/third或最高级修饰语the wisest/strongest后可用完成时加强语气（或表示强调）
